WASHINGTON (AP) -- The federal government sent about 3,900 economic stimulus payments of $250 each this spring to people who were in no position to use the money to help stimulate the economy: prison inmates.

The checks were part of the massive economic recovery package approved by Congress and President Barack Obama in February. About 52 million Social Security recipients, railroad retirees and those receiving Supplemental Security Income were eligible for the one-time checks.

Prison inmates are generally ineligible for federal benefits. However, 2,200 of the inmates who received checks got to keep them because, under the law, they were eligible, said Mark Lassiter, a spokesman for the Social Security Administration. They were eligible because they weren't incarcerated in any one of the three months before the recovery package was enacted.

"The law specified that any beneficiary eligible for a Social Security benefit during one of those months was eligible for the recovery payment," Lassiter said.

The other 1,700 checks? That was a mistake.

Checks were sent to those inmates because government records didn't accurately show they were in prison, Lassiter said. He said most of those checks were returned by the prisons.

"We are currently reviewing each of those cases to determine whether or not the recovery payment was due," Social Security Commissioner Michael J. Astrue said in a statement issued Wednesday evening. "Where we determine payment was not due, we will take aggressive action to recover each of these erroneous payments."

The Boston Herald first reported that the checks were sent to inmates.

The inspector general for the Social Security Administration is performing an audit to make sure no checks went to ineligible recipients, spokesman George E. Penn said.

The audit, which had already been planned, will examine whether checks incorrectly went to inmates, dead people, fugitive felons or people living outside the U.S., Penn said.

The $787 billion economic recovery package included $2 million for the inspector general to oversee the provisions handled by the Social Security Administration. The audit is part of those efforts, Penn said. There is no timetable for its conclusion.

The federal government processed $13 billion in stimulus payments. About $425,000 was incorrectly sent to inmates

Personally, I think both rounds of stimulus checks under both administrations are in of itself more of a sign of complete ineptitude. This time we had $13B thrown out there under the guise that it is to keep the economy going. In reality, it is just a moment in time bandaid as it has no lasting effect to the economy and can't even be measured for success by any metric. Infrastructure projects I can live with but this is nothing more than one month of national welfare for all. That's total BS.

I myself am for infrastructure projects which would/could increase jobs etc, but there aren't many of those tking place at the current moment. There is only national welfare act they call a stimulus which does absolutely nothing for the economy as a whole and bottom line just waists our hard earned tax money.

yh what the government has been doing is ridiculous. I mean even the cash for clunkers is crap. They falsely increased sales in the auto industry. But they can't count on that. They need to get it where there is a nice steady supply/demand curve. So what they auto industry hired some more people and made some more cars for 3 weeks and now they have to lay off those people becuase demand has fallen....it's a joke and a temporary fix....we don't need temporary right now

Stop paying taxes, then politicians have to go out and look for real work. Then you will see some real change.

About time you caught on... why you think I bought up lowers? Because if those dem's find a way to block them I've already got my controlled (read: pre-ban) parts. I can buy kits and other parts during a ban just fine.

Hopefully barrels come available in quantity and reasonable prices again soon (<150$ for stripped M4's please). Then follow that up with good ammo prices and I'll be ready for any liberal/zombie/blood sucking (all the same really) threat. =)

Just follow Cris, when SHTF he'll track me down to where I'm held up and fortifying.

Remember, there is a minimum contribution of 2 cases of 5.56 and 1 case of 45 to get into the fort and you bring your own ammo for any weapons you have that don't use those calibers. Most everything else will be covered and ammo will be the limiting factor as the location will be highly accessible, desirable, and prone to zombies...

Hey, Wall Street has proven that money doesn't actually exist. Numbers are just that, they have no value. So they borrow back all the money China makes off of us and sends China IOU's. One day China will get fed up with the IOU's and come to collect. Considering they have 1/3 of the world's population, I think we'd be pretty fucked if they each had only a stick and made it to our shores.
